INTRODUCTION The USPBL is a Strat-O-Matic Baseball League Founded in 1980. We are a "Draft League" where our teams are comprised of players from all Major League Teams. There are 20 USPBL teams Ownership of Teams and Players is continuous from season to season. Players of all levels are eligible for roster inclusion and drafts. Games are played using your prepared Computer Managers. Netplay is encouraged but is optional during the season and required in the playoffs. 2. LEAGUE GOVERNMENT The USPBL is administered by the commissioner who's primary responsibiliies are the day to day activities of the league's organization and the administration of league rules. The Commissioner has the ability to make minor changes to the Constitution, while submitting major changes to the league members for a vote. The Commissioner has the right to discipline members for failure to meet deadlines, for not cooperating with league policies, and for conduct deemed detrimental to the league, up to and including permanent expulsion. The Commissioner may fine managers "draft money" for failure to meet deadlines, as well as award bonuses for assisting in league matters. 3. BALLOTS FOR NEW OR CHANGING RULES Changes to the Constitution are made either by the Commissioner or by League vote. The Commissioner has the discretion to make minor changes. All league members can take part in the institution of the USPBL's Rules and Regulations, whether that means adopting new policies, or deleting old policies. Proposals for new rule changes can be sent to the commissioner. The merits of these proposals will be discussed openly with everybody having the opportunity to voice their opinions. Proposals to be considered will be included on a ballot for a league vote. In general, NEW rules require a simple majority vote, and are instituted on a trial basis, while a 2/3 majority vote is necessary to change EXISTING rules. 4. TEAMS NAMES, NUMBERS and 3LA 3 Letter Abbreviations (3LA) is the name the team is referred to by within the Strat Game on the schedule. Each team has a TEAM NUMBER in the USPBL. This identifies a team FRANCHISE and always remains the same. 5. SCHEDULE The USPBL plays a 166 game schedule. The regular USPBL season runs from April until the end of September. Each team plays opponents in their "own division" 14 games, those in the "other division" within their league 10 games, and those in the "other league" 6 games. One half of the games are Home games, one half are Away. The games are divided into 28 "series" of 2 to 4 games each. SCHEDULED games are used. The Schedule is included with the Rosters that are sent for the League Set-Up prior to the start of a season. The schedule is played according to "Months" so that the series may be played in any order within each month. Each month's series must be played by the end of the month. Series scheduled for future months may be played earlier than scheduled. DEADLINES - The most common deadlines are: Computer Managers are due by the 3rd of the month. Results due by the end of the month. Other deadlines are posted as needed. Delays for any reasons can be accommodated providing the commissioner and opponents are notified and kept informed of the status of the delay. Delays should not extend for more than a week. If longer, other accommodations should be made allowing the season to proceed. Absolute Deadlines All series must be played by these dates or the league office will autoplay the series. All April and May series must be played by June 15th. All June and July Series must be played by August 15th. All August series must be played by September 15th. All September series must be played by October 1st. Missing deadlines can result in fines. Repeated offenses can result in dismissal from the league. 6. LEAGUE and DIVISION ALIGNMENT The 2 league within the USPBL contain "permanent " members. Robinson League: Teams 2, 4, 5, 8, 9, 11, 13, 17,18 & 20 Musial League: Teams 1, 3, 6, 7, 10, 12, 14, 15, 16 & 19 The league may alter the alignment when new managers take over open teams. An effort to spread out the open teams may occur. A team requesting to change will require a vote of a simple majority. The commissioner may also make changes if doing so is deemed for the benefit of the league. Generally the team moving will exchange with an open team or a team in the other league that is also requesting to change. Divisions will change each season based on the final standings. Ruth & Mays Divisions - Teams finishing 1, 4, 5, 8, 9 Rose & Mantle Divisions - Teams finishing 2, 3, 6, 7, 10 7. BALLPARKS The USPBL has a unique system for the use of Ballparks. The Home team manager imports the Ballpark of the Visitor's team onto their team. Thus they will be playing their Home games, but in the Visitor's Ballpark. This presents two advantages: First, you get to see and play in a variety Ballparks. Being the Home team, you will have the opportunity to make adjustments to your lineup to suit the Ballpark you are playing in. Second, you will be playing all your Away games in your own Ballpark. This will allow you to plan suitable CMs for your Road games as all your Road games will be in the same Ballpark. It is important to ensure that the proper Ballpark is used as this can result in a protest if the wrong Ballpark is used. Each team "owns" the Ballpark until they relenquish it. Each team uses the ballpark for the entire season. Each Ballpark may be owned by just 1 USPBL team. Ownership of the Ballpark is based upon the "Major League Team" rather than the city or specific Ballpark. The ASSIGNMENT of the Ballpark's occurs in the following manners: a) A new member "inherits" the Ballpark of the team that they now own, but they may immediately switch to a different Ballpark. b)Teams may switch Ballparks at any time in the off-season until 1 week prior to the due date for final rosters. One Exception is that when the Ballpark Ratings are available in January, there will be a 2 day waiting period. The new Ballpark claims will be awarded based on the draft order. 8. ROSTERS ROSTER SIZE IS 40 PLAYERS. As of 2025, there a team may keep from 0-2 TEMP players. TEMP players will be designated by a team when submitting their final rosters. The TEMP player may be used normally with regular usage applying for the current season, but will be returned to the player pool at the end of the season. The USPBL allows players of any level of Baseball, Carded or Uncarded, to appear on the rosters. The number of players on the roster may fluctuate due to trades and drafts, with the 40 player rule applying to the Final Rosters. Final Rosters are due about 10 day before the start of the season and is announced well in advance. For 2023 and beyond, there will be a limit of 12 uncarded players. The Following minimum requirements apply: All teams must have a number of Starts equal to the number of games being played that season. As of 2004 this is 166. All teams must have a minimum of 350 Relief Innings. (for starters used in relief - count 2 innings per game). All teams must have a least 600 At Bats at each position, including DH. All teams must have at least 2 players at each position, although a Utility Player may cover two positions. Players may only play Strat Rated positions. The only instance where a player may play out of position is when no other player is available at that position due to injuries, or in the bottom or in the bottom of the 9th or later. Outfielders may play any Outfield position, though they will be subject to normal Strat imposed penalties. 9. PLAYER USAGE (New for 2023) Position Players' usage is determined by their Major League At Bats. All stats will use a 110% multiplier. This will affect At Bats, Starts, and Innings Pitched . 0.5 is rounded up. Players with 545 Actual At Bats (600 adjusted) can be used for Unlimited At Bats. In the event players have multiple cards, the card covering their full season is used. (2019) Two-way players use both their pitcher and position cards which count as 1 player. There are no limits regarding Stolen Base attempts. In the event the Major Leagues play less than the 162 game schedule, the USPBL will pro-rate usage. STARTING PITCHERS are limited to their actual number of starts plus the 110% multiplier. 0.5 is rounded up. Starter/Relievers are limited to their actual number of GAMES plus the 110% multiplier. This refers to the MANAGER'S Use of the pitchers. RELIEF PITCHERS are limited to their actual number of innings pitched plus the 110% multiplier. This includes any pitcher used strictly in relief, including starters that are used only in relief. Special: For those choosing to use pitchers in relief that were not given a relief rating, the following ratings will be assigned by the league. This is necessary to properly use the Super Hal Computer Manager and is recommended only if you want the pitcher in your Super Hal Bullpen. Starters with 121+ Innings will be rated R4. Those with 81-120 Innings will be rated R3. Those with 41-80 Innings will be rated R2. Those with 40 or less Innings will be rated R1. (2025) A pitcher must have an S Rating in order to start. THE SPECIAL "BAD PITCHER RULE" allows teams to use pitchers meeting specific levels of futility an additional number of games or Innings over what they would normally be allowed. The ERA for use with this rule is 5.25 but may be changed by the commissioner based on the MLB ERA. A pitcher with 10 actual games may be used for up to 40 starts or 80 relief innings regardless of their actual number of starts or innings. Those used for starting and relieving may appear in 40 games total. The 110% usage bonus does not apply as they can be used for either 40 games or 80 IP. PITCHERS, REST, AND ROTATIONS "Human Managers" may not remove their starting pitcher unless one of the following minimum requirements are met. a) They have pitched at least 4 innings. b) They have allowed at least 4 runs (earned or unearned). c) The Pitcher is "tired". "Computer Managers" are exempt from these minimum requirements. Pitchers may start only once in a series. Pitchers may start or relieve at any time within a particular series subject to Strat computer rules and fatigue. Teams/Players are NOT rested until the conclusion of a series. Each series is independent of each other so that a pitcher starting the last game of one series may also start game 1 of the next series. DESIGNATED HITTERS are used by all teams in accordance with Major League rules. INDIVIDUAL PITCHER HITTING CARDS ARE NOT USED IN ANY CIRCUMSTANCES. Two-Way players use their standard pitcher's card's batting if they need to bat while pitching. Note that the "Ohtani Rule" may allow for both the pitching and batting card used in the same game. 10. INJURIES The USPBL uses injuries within a "series", but they do not carry over to the next series. Before each series, REST teams for the Maximum making everyone eligible for the series. 11. COMPUTER MANAGERS (CMs) Each month all managers must send their CMs to their scheduled opponents by the 3rd of the month. a) The defaults are Lineup #1 vs LHP and Lineup #2 vs RHP. Additional lineups may be used, but this must be noted when sending the CMs. b) While normally, ALL uninjured players are eligible to be used in any game, there is the Strat imposed limit of 25 batters and 13 pitchers. If you have more than either of these on the games' roster, you MUST designate the inactive/ineligible players to maintain the 25/13 maximum. c) The STARTER SCHEDULE is used to ensure that the correct Starting Pitcher is used in each game. This must be filled out for the entire season and included along with a CM prior to the season. d) The SUPER HAL BULLPEN is used so it is recommended that all teams have their SUPER HAL BULLPEN LOGIC setup. e) Besides the CM, teams may add additional notes regarding their CM Such as Pinch Hitting, usage limits and other strategies. f) A Pinch Runner may not be inserted for a previous Pinch Runner. 12. COMPLAINTS AND PROTESTS A complaint is the notification to the League that another manager has violated a league rule or policy. The nature of the infractions may be a variety of things, from failure to return results promptly, to using the wrong players in the game, to unfair trade practices. Complaints are noted by the Commissioner, who then decides what action, if any, is warranted in the specific case. While each complaint/protest is handled on a game-by-game basis, the infractions which are most likely to be approved for Replay are those in which the wrong starting pitcher is used, the wrong Ballpark is used, and games in which the wrong lineup is used, generally a result of not having imported the CM or checking for the correct lineup. A game will never be replayed if the team committing the infractions lost the game. It is STRONGLY URGED that all problems be resolved among the managers themselves before bringing it to the league office. In some cases, Complaints and Protests will be brought before an Executive Committee or other neutral parties before a decision is made. In most cases, PROTESTS to have games replayed must be lodged within 48 hours of receiving the results in question. Replayed games are normally Auto-played by the commissioner, or by another league official (volunteer). 13. DRAFT MONEY SYSTEM The USPBL utilizes a system of League Money which is used primarily for the Money Draft. It is used as a trade commodity, and for levying fines. It is also used for awarding bonuses. It is referred to as "Draft Money" or "K dollars". DRAFT MONEY CAN BE OBTAINED in several ways: a) All teams are awarded 84K at the time of the MLB All-Star Game which coincides with the start of USPBL Trade season. b) Each team receives a Year-End -Bonus. This bonus award is based on a team's Final Win-Loss record. See Appendix 2 for the Year-End-Bonus Chart. c) You can obtain Draft Money through Trades. Draft Money can be used in trades for players or Draft Picks. d) You can earn Draft Money by contributing TIME to the USPBL. Writing an article for the newsletter, or volunteering to help with stats or other league matters will be awarded Draft Money bonuses. The amounts vary, but the general amounts used are as follows. Newsletter Contributions: 15-20 for those of USPBL interest. League Projects, Rosters, Drafts, Stats get 20-25K. Money totals are posted on the Money page of the USPBL site and a record of bonuses and fines is kept by the commissioner. e) Teams that have been previously mismanaged may receive additional draft money. 14. FINES The League may impose FINES for offenses stemming from the failure to meet deadlines, mis-use of instructions, and over-use of players. The amount of the fines may vary, but in most cases are from 5-25K. The degree of the offense, as well as the number of offenses committed will be considered in determining the amount of the fine. (See Appendix 2 for chart). 15. MONEY DRAFT The USPBL Money Draft is a "Blind Bid Auction" where one-time bids are submitted, with the team making the highest bid getting the player. The Money Draft is generally held the 1st Saturday in DECEMBER. The Guidelines are as follows: a) Teams may bid on up to 5 players. b) Bids are in increments of 1K. c) All players, at any level, not currently on a USPBL team are eligible to be bid on. d) The highest bid is awarded the player. In cases of ties, the player will be awarded to the team that had the poorer record in the prior season. e) No provisional ("If...Then") bids are allowed. f) All unsuccessful bid money is returned. The league recommends that in order to promote fairness to all managers, that there is no discussion regarding bids prior to the draft. Complete details are provided before the Draft. 16. ROTATION DRAFT A Seven Round Rotation Draft takes place following the Money Draft, generally the Saturday after the Super Bowl. This draft is primarily conducted online. The format used is scheduled beforehand , and teams may also have surrogates draft for them or send lists for their selections. Players of any level, not already on a USPBL team are eligible to be drafted. The ROTATION DRAFT ORDER is determined by the reverse order of finish in the Final Standings. Ties are broken by head-to-head records, then with the team with the better road record getting the higher pick. Exception to the above: A PLAYOFF team cannot pick ahead of a non- playoff team. All Non-Playoff teams are arranged in order preceding the Playoff Teams. Therefore the Eight Playoff teams will comprise the final 8 positions in the Draft. Draft Picks may be traded or sold. The Draft Picks for the following season may be traded after the completion of that season's Money Draft. The League reserves the right to award additional draft picks beyond the normal 7 rounds if warranted. If a team has been determined to have been mismanaged, the Commissioner may award "bonus" picks to the team between the 1st and 2nd rounds. SPECIAL RULE (2012) Draft picks may not be sold for less than 5K during the draft. (2024) There are minimum amounts set for selling draft picks for draft money. The minimums do not apply when involving players. 17. WAIVER WIRE The WAIVER WIRE is a system whereby teams may acquire players that have remained undrafted through both the Money and Rotation Drafts. The Primary purpose of the Waiver Wire is to allow teams to fill vacancies at positions or specific needs they were unable to fill through other means. Starting immediately after the Rotation Draft, the league will accept offers from teams that wish to acquire eligible players off the Waiver Wire. Three days after the draft, players will be awarded to the team claiming the player. If there has been more than one claim made for a player during that first week, the team with the poorer record will be awarded the player. After this point, players are claimed on a "first-come-first-serve" basis. All Claims are final as soon as they are made. The following rules apply: a) Only players that have played in the Major Leagues the previous season, and have a minimum of 25 At Bats, 4 Starts, or 10 innings in relief are eligible for the Waiver Wire. b) Each Waiver Wire player selected will cost the selecting team 5K. Special - Teams with no Draft Money may still select players from the Waiver Wire, putting their balance into the RED, providing they are not already at ZERO K or less due to league imposed fines. c) A substantial restriction is placed on players acquired in the Waiver Wire. These players MUST REMAIN ON A USPBL FINAL ROSTER, OR the team must pay an additional 25K to release the player. d) The Deadline for claiming players is 3 weeks after the Rotation Draft. e) Teams are limited to signing 3 players from the Waiver wire. f) Players acquired on Waivers may not be traded before Final Rosters. 18. TRADING Players, Rotation Draft Picks, and Draft Money may all be traded. Trades may be made starting AFTER the Major League All-Star game, and end when the Final Rosters are due. There are several days preceding the Money Draft when trades are not allowed. These will always be announced beforehand. The Commissioner must be notified of all trades via e-mail. Please send just 1 e-mail including all parties in the message. Only trades posted in the League's Official Tradelog (found on the Website) are official. Trades made during the USPBL season (July-Sept) do not affect a teams's current roster. The players DO NOT change teams UNTIL AFTER the current season is complete. Once the Final Rosters are turned in, they remain unchanged.
Each season, the USPBL holds THREE rounds of playoff games to determine the USPBL Champion. The playoffs use the same rules as the regular season except for those differences listed within this section. All Playoff Series, the WILDCARD DIVISIONAL SERIES, the LEAGUE CHAMPIONSHIP SERIES, and the WORLD SERIES are "best of 7" series. TEAMS: The Divisional Champs automatically make it into the playoffs. Additionally, there are 2 Wildcard teams in each league. Wildcard teams are those teams with the best Win/Loss Pct that are not Division Champs. If teams are tied, a One Game Tie-Breaker is played to determine which team goes into the Playoffs. ONE GAME TIE BREAKER: Includes the 110% usage bonus. The Starting Pitcher must have had at least 20 Major League starts. Relievers must have had at least 40 innings pitched in the Majors. At Bats are as follows: Under 100=Ineligible for game, 100-200=1AB, 201-300=2AB, 301-400=3AB, 401-450=4AB, 451+ = Unlimited. The tie-breaker game must be Netplayed. The HOME Team for this game is the team with the better Road record. If this is the same, then a coin-toss is used. The game is played in the Home Team's Ballpark. SEEDING and MATCHUPS: There are 4 Division Champs, plus there are 2 Wildcards from each league. In each league, the First Round Series will be the Division Champ with the best Win Pct Playing the Wildcard team with the worst Win Pct. The 2nd Division Champ plays the higher seeded Wildcard team. The Division Champs are seeded 1 and 2 while the Wildcard teams are seeded 3 and 4. For the League Championship Series, the winners within each league play each other. The Winners of the LCS then play in the World Series. If teams are tied regarding Seeding placements, the team with the advantage in Head-to-head play gets the higher seeding. If the HTH play was also tied, then the team with the better Road Record gets the higher seeding. If still tied, a coin toss will determine the higher seeding. For the the Championship series, the team with the better record will be the HOME team. PLAYOFF RULES, ROSTERS and USAGE: Playoff Rosters consists of 28 players. These players must meet the minimum requirements listed below. Each team must announce their 28 man roster before starting the playoffs. (2022) These rosters may change for each round of the Playoffs. ONLINE PLAY All Playoff Games must be played Online with Netplay, or Face-to-Face. Surrogate Managers may run a team where the Playoff Manager is unable to netplay on their own. Unlike the regular season, HOME TEAMS PLAY IN THEIR OWN BALLPARK. "REST OF THE GAME " injuries are used. Usage includes the 110% usage bonus. Starting Pitchers: 0-14 MLB Starts = Ineligible 15-21 Starts = 1 Start per playoff series 22-29 Starts = 2 Starts per series 30+ Starts = 3 Starts per series Pitchers rated by SOM with an ASTERISK (*)may start on 3 days rest, others need 4 days rest. Relief Pitchers: Pitchers with less than 15 appearances are Ineligible. Pitchers used in relief may pitch 1/12 (.0833) of their actual innings pitched, rounded to the nearest third of an inning. Special Usage rule regarding Starter/Relievers - Pitchers that have 15+ starts and 15+ relief appearances may be used as both S/R in the playoffs. Multiply the number of relief games X2 for relief IP. ALL REGULAR SOM REST RULES FOR PITCHERS APPLY. Fatigue IS NOT cleared between series. Games not played, like games 6-7 in a series decided by 5 games will count as OFF days. A teams that is fined by the commissioner may appeal the ruling which will then be reviewed by a panel of other managers. *Instructions or results received after the posted due date: 5K each. *Failure to vote on a league-issued Ballot: 50K * Failure to meet league imposed deadlines on items not specifically covered here: 25K Fines regarding CMs and Results will double with each continuing offense. I.E. - A late CM to 4 team teams (X5) is a 20K fine. The next late CM violation would be 5 teams (X10) and a 50K fine. OVERUSAGE - Usage can be difficult to control due to the uncertainty as to how players will be needed in road games. Still, each manager must try their best to prevent overuse with careful control of their computer manager. Some leeway is allowed for minimal overuse of batters (3%) and relief pitchers (8%) providing this minor overuse does not extend to multiple players. When exceeding these, fines may be imposed. The commissioner will address overuse fines and take into account the team's attempt to control the overuse as well as the severity of the overuse. The general guideline for overuse fines are: Exceeding AB allowance: 1K for the first 20 over, 2K thereafter Exceeding IP allowance: 2K for the first 5 over, 3K thereafter Exceeding Starts: 25K per Start Overuse caused by mis-use of a CM is ignored and must be reported to the commissioner at the time of the offense. Special Rule (2010): In addition to these penalties, PLAYOFF TEAMS will be penalized further. Starting pitchers - Overuse of 2-3 starts will result in that pitcher losing 1 Playoff start per series. Overuse of 4 starts will make the pitcher ineligible for the playoffs. Relief Pitchers - Reduction of 1 IP when usage exceeds the allowed limit by 4-6 innings. A reduction of 2 IP when overuse is 7-9 innings. Overuse of 10+ innings makes the reliever ineligible for playoffs. Position Players - Exceeding their AB limit by 12 AB will lose 1 usage level. So 23 AB player is reduced to 20, and a 10 AB player is reduced to 5 AB. At 20 AB overused a player loses 2 levels, and so on for each 5 ABs overused thereafter. The overuse is based on the usage plus the "leeway" of 3% AB/8% IP. The commish will review each overuse penalty prior to the playoffs. APPENDIX 3 OPEN TEAMS When a team is without a manager, it is an "OPEN TEAM". IN-SEASON : Before the start of the season, the Starter Rotation is set. An effort to use the same starters for each block will be made. This will be done even if it results in slight overuse. Default lineups will be set, again using the same lineups for each block. OFF-SEASON : A person will be appointed to act as General Manger for the Open Team. They will maintain the roster including Trades, Drafts, and the Final Roster. Special restrictions may apply to the surrogate conducting trades between the Open Team and their own team. LEAGUE CONTRACTION In the event a league vote would determine that the league would contract it's current number of teams from 20 to 18, the following procedure would be used. 1) Open teams would be combined into a pool for a Contraction Draft. 2) The order of the draft would be determined by the overall Loss record for teams going back the previous 3 seasons. 3) The draft would be 2 rounds, serpentine style. The team with the most losses for the 3 prior seasons would pick 1 and 36 while the team with the most wins would pick 18 and 19. 4) Undrafted players would be placed into the pool of available players. 5) In lieu of participation in the Contraction Draft, teams will have the option of receiving Draft Money in place of their picks. 1-4 = 100K 5-9= 75K 10-14= 50K 15-18= 40K 19-23= 25K 24-27= 20K 28--32 = 15K 33-36= 10K
